1. Joint Resolution–Sales Tax Plan CSSJR 938, offered by Senator Pruitt. Constitutional amendment to reduce state sales tax and create new tax on services, such as ATM, accounting and mortgage interest. This bill passed in the Senate and died on the House Calendar. We opposed
2. Expanded Gambling to include Instant Bingo–SB 182, offered by Senator Silver. This bill would have expanded existing Bingo Gambling to include video lottery. This bill passed the Senate and Died on the House Calendar. We opposed.
3. Expanded Gambling to include Game Rooms–SB 160, offered by Senator Wasserman-Schultz. Cleverly hidden in greyhound adoption legislation this would have expanded gambling in race centers to include “Game Room” gambling, which would have increased the pot sizes form $10 to hundreds for their card games. Would also have expanded the operation hours from seasonal live events to everyday. This bill passed both the Senate and the House and was vetoed by the Governor. We opposed.
4. Declaration of Independence–CSHB 885, offered by Representative Melvin. Requires “Celebrate Freedom Week” to be recognized in public schools each September. Requires portions of the Declaration of Independence to be recited daily by students during the week and provides excusal of student from performing required recitation. This bill passed both the Senate and the House and was approved by the Governor. We supported.
5. Display of American Flag by Homeowner–SB 148, offered by Senator Geller. Makes provision for any homeowner to display the United States Flag and prohibits association documents from placing certain restrictions on the display of the United States Flag. This bill passed both the Senate and the House and was approved by the Governor. We supported.
6. Amendment Relating to School Psychologists and Social Workers in public schools – CSSB 2D Amendment #A22. This measure would have favored funds for Psychologists and Social Workers over Teachers. The amendment failed in the Senate. Based on the fact that Florida has a need for more teachers and that money earmarked for teacher salaries would have been diverted. We opposed.
7. Judges and Circuit Judges – CSCSSB 1654, offered by Senators Crist and Burt. Increased the number of judges and makes them Governor appointed. Passed in Senate and House, died in returning messages to the House. We supported.
8. Relating to Tax Exemptions and Exclusions – CSCSHJR 833, offered as a joint resolution. Creates a constitutional amendment to form an un-elected committee to conduct review of exemptions from tax on sales, use, & other transactions imposed by law & exclusions of sales of services from such taxation; requires committee decisions to de-authorize any exemption or exclusion which are approved by majority of committee membership to be presented to Legislature as resolution, not subject to gubernatorial veto. This bill passed through the Senate and the House and was filed with the Secretary of State. It will now go before the voters. We opposed.
9. Fiscal Impact Relating to Constitutional Amendment – SB68E, offered by Senator Pruitt. This bill requires that a “price tag” be listed on the ballot as a fiscal statement of the cost of a proposed amendment, which would be voted on by the voters. Giving voters the opportunity to see what the proposed amendment would cost voters. This bill passed both the Senate and the House and was approved by the Governor. We supported.

1. Library Filters–HB 95 offered by Representative Trovillion. Would have required public libraries to install and maintain computer software that prohibits access to obscene materials by minors. Passed by the House, died in Senate Committee. We supported.
2. Ban on Human Cloning–HB 805, offered by Representatives Kallinger and Fasano,
would have made it unlawful to perform or attempt to perform human cloning, to participate or assist in attempt to perform human cloning, or to ship or receive in commerce for any purpose embryos produced by human cloning or any product derived from such human embryo. Passed by the House, died in Senate Committee. We supported.
3. Human Cloning Weakening Amendment, offered by Representatives Greenstein and Gelber, would have weakened the Ban on Human Cloning by changing the language of the bill to allow human cloning if the procedure was not specifically intended to result in the gestation or birth of a child allowing stem cell research of human developing life. The weakening amendment was defeated by a House vote of 66 to 49. We opposed.
4. School Prayer and Invocation–HB 667, offered by Representative Holloway, authorizes district school boards (by resolution) to allow invocation or benediction at specified secondary school-related events. Passed by House, died in Senate Committee. We supported.
5. Women’s Health and Safety Act–HB 1223 offered by Representatives Bean, Kilmer and Murman. Requires tracking and reporting of abortions preformed. Raises the standard of Medical Care provided to women seeking abortion to the same level as outpatient surgery and other regulated health care facilities.  Passed the House, Died in Senate Committee. We supported.
6. “In God We Trust” National Motto–HB 915 offered by Representative Hogan. Directs superintendent of schools to provide for display of the national motto, “In God We Trust” prominent location display in public schools. Passed in House, Died in Senate Committee. We supported.

8. Sales Tax Joint Resolution–JR 938. Constitutional amendment to reduce state sales tax and create new tax of services. By controversial House Motion, all attempts to change tax law by the Senate was defeated. We supported this motion to kill the bill.
9. Judges and Circuit Judges–HB 1927. Increases the number of judges and makes them Governor appointed. Passed both House and Senate. We supported.
10. Constitutional Tax Amendment–HJR 87, offered by Representatives Wallace and Mack. Makes the state of Florida collect only tax based on what was collected in the previous year, plus an actual growth adjustment.We supported.

1. Shays/Meehan Campaign Finance Overhaul: A bill banning all contributions of soft money (money used for party-building activities as opposed to supporting a specific candidate) and imposing restrictions on issue advocacy communications. The bill prevents issue ads from targeting specific candidates within 60 days of a general election or 30 days of a primary. Passed 240-189. Roll Call vote #34, February 14, 2002. Christian Coalition opposed this bill.
2. Human Cloning Ban: The bill would prohibit human cloning for any purpose including for research purposes. Those convicted could be liable for up to 10 years imprisonment and fines of more than 41 million. It would be illegal for any person or organization to perform, attempt or participate in human cloning. Passed 265-162. Roll Call vote #304, July 31, 2001. Christian Coalition supported this bill.
3. Domestic Partners Benefits: An amendment that would prohibit the use of local as well as federal funds under the bill to extend city employees in the District of Columbia health benefits to unmarried domestic partners.
4. School Vouchers: An amendment to provide federal funding to students who attend dangerous or low-performing schools for 3 years, to attend private schools, including religious schools. Victims of crime would also be provided funding to attend alternative schools. Rejected 155-273. Roll Call vote #135, May 23, 2001. Christian Coalition supported this amendment.
5. Abortion Restrictions: A bill making it a criminal offense to transport a minor across state lines with the intention of obtaining an abortion for that minor and to circumvent state parental consent laws. Those convicted could receive up to one year in jail and a $100,000 fine. Passed 260-161. Roll Call vote #97, April 17, 2002. Christian Coalition supported this bill.
6. First Amendment Exemption on Campaign Finance: An amendment to the Shays/Meehan Campaign Finance bill that would state that no provisions in the bill could violate any citizen’s First Amendment rights, including the right to free speech. Rejected 188-237. Roll Call vote #22, February 13, 2002.  Christian Coalition supported this amendment.
7. Funding of Foreign Abortions and Foreign Pro-Abortion Propaganda: An amendment that would remove language in the State Department. Authorization bill which would reverse President Bush’s restrictions on funding to foreign organizations that perform abortions or advocate abortions. Passed 218-210. Roll Call vote #115, May 16, 2001. Christian Coalition supported this amendment.
8. Death Tax Elimination: A bill that would lower revenue by $185.6 billion over 10 years by reducing and then eliminating the death taxes on America’s families, small businesses, and farms. Passed 274-154.  Roll Call vote #84, April 4, 2001. Christian Coalition supported this bill.
9. Unborn Victims of Violence Act: A bill making it a criminal offense to injure or kill a fetus during the commission of a violent federal crime. The bill exempted consensual abortion in establishing criminal penalties for those who harm a fetus. Passed 252-172. Roll Call vote #89, April 26, 2001. Christian Coalition supported this bill.
10. Income Tax Reduction: A bill that would lower federal taxes for virtually every family in America by a total of some $1.3 trillion. The existing 5 tax brackets would be restructured into 4 brackets: 10 percent, 15 percent, 25 percent, and 33 percent. Passed 230-198. Roll Call vote #45, March 8, 2001. Christian Coalition supported this bill.
11. Marriage Penalty and Family Tax Relief: A bill to provide tax fairness for married couples in America and fostering and supporting the institution of marriage. The bill will only reduce the marriage penalty, but it doubled the child tax credit from $500 to $1000. Passed 282-144. Roll Call vote #75, March 29, 2001. Christian Coalition supported this bill.
12. Faith-based Community Solutions Act: A bill to end discrimination against institutions of faith and allow all Americans greater choices in their hour of need. The bill ensures that no organization is allowed to discriminate against an individual seeking services, and protects the faith organization by restating protections first adopted in the 1964 Civil Rights Act. Passed 233-198. Roll Call vote #254, July 19, 2001. Christian Coalition supported this bill.

1. Confirmation of John Ashcroft as U.S. Attorney General: John Ashcroft's credentials included experience as a state attorney general, state governor, President of the National Association of Attorneys General, Chairman of the National Governors' Association and United States Senator. Nomination confirmed 58-42, February 1, 2001. Christian Coalition Supported in Confirmation.
2. Campaign Finance Reform Bill: Passage of the McCain-Feingold campaign finance bill which would restrict First Amendment free speech rights of issue advocacy groups, such as Christian Coalition of America, in voter education. Passed 59-41, April 2, 2001. Christian Coalition opposed this bill.
3. Family Tax relief: A bill to provide $1.35 trillion in tax relief, including doubling the child tax credit, providing for marriage tax penalty relief, increasing the adoption tax credit, expanding education savings accounts and repealing the death tax. Passed 58-33, May 26, 2001. Christian Coalition supported this bill.
4. School Choice Demonstration Project: An amendment to provide for school choice demonstration projection up to 10 school districts whereby low-income students attending failing schools for three years receive financial assistance to transfer to a public, private or religious school. 5. Boy Scouts of America Equal Access Act: An amendment to bar federal funding of any school (and state or local educational agency serving the school) that denies equal access to school facilities to the Boy Scouts of America on the basis of its membership or leadership criteria.
